1. If you are elected to this office, will you work to consolidate the seven assessor offices into one office with sufficient resources and staff?
The consolidation of seven assessors has become a hot topic. However, its alleged cost savings and efficiency issues have been proven to be false representations by those promoting them. The checks and balances for assessors performance is provided in our state constitution with the Louisiana Tax Commission (LTC). I do not support the one assessor concept because of our city's rich history of politics. If one assessor is elected, it would change the political power structure of our city. That person would exercise substantial influence in all future elected offices in our city. If it becomes an appointed position there is national evidence which indicates the person or persons appointing the assessor becomes the defacto assessor and the public loses access to the person responsible for their tax assessment. The Third Municipal District of Orleans Parish is the 5th largest assessment district in our state. If consolidation truly is a genuine issue, then we should also consider a study to consolidate all the other 65 smaller assessment districts in our state.

2. If you are elected, will you pledge to be trained as a Certified Assessor Evaluator or Appraisal Supervisor to meet the standards set by the International Association of Assessing Officers?
I pledged to the citizens of the Third District 21 years ago to become a certified assessor and I became one of the first assessor's in Orleans Parish to be certified passing the required IAAO courses from 1990-to present.

3. Will you agree to publish a list of exempt properties annually?
Yes. I am already the only tax assessor statewide publishing a bi- annual exempt properties report.

4. How will the staff training and the data entry necessary for the new computer system be funded?
Funding already has been provided. Phase I training is in progress with a go live date of late March 2006. Our website "opboa.org" is a byproduct of our new computer assessment system. Phase II, data collection will completed over the next two years.
