POLITICAL ORGANIZATION MEMBERSHIPS:

1. What significant challenges does this office face after Katrina?
A. Hiring and housing for staff.
B. Creation by local State and Federal officials of locally available medical facilities given the destruction of the Charity System.
C. Restoration/Rehabilitation of additional jail space.
D. Hiring of more staff.

2. How could the responsibilities and funding of this office be effectively combined with the duties of the Civil Sheriff?
I am in favor of a well planned consolidation of both Sheriffs? Offices. A well planned consolidation would take into account, among other things, the different court computer systems and the staffing needs of each office. I am available and willing to assist in the development of such a plan to consolidate these offices.

3. Given the Katrina experience, how will you ensure the safety of the prisoners and staff in another disaster?
We are pleased to report that we successfully evacuated over 6,000 inmates as well as 1,500 staff and neighboring residents without the loss of a single life or a single serious injury - a record we believe compares favorably to any other custodial agency during Katrina.

Prior to, the unprecedented problems created by the flooding that followed Hurricane Katrina, the negative impact on agencies receiving thousands of evacuated inmates always outweighed the problems experienced by a vertical evacuation of inmates in existing Orleans prison facilities. Therefore, a pre-disaster evacuation of large numbers of inmates was considered undesirable.

Since Katrina, we have worked with the State Department of Corrections and the Louisiana Sheriffs Association to prepare new evacuation plans that will provide new secure locations and procedures around the State to receive and handle large numbers of inmates. These arrangements will encourage pre-disaster evacuation assistance from agencies around the State by minimizing the negative impact on the Department of Corrections and other local law enforcement agencies which such large scale evacuations previously presented.
