1. Are you familiar with the functions of both the Civil and the Criminal Sheriffs? Describe experiences that have provided that familiarity.
As an attorney and the 5-year incumbent Criminal Sheriff, I am familiar with the operations of both the Civil and Criminal offices. In addition, I previously served for nearly 7 years as the Chief Administrative Officer for the City of New Orleans, where I gained extensive knowledge of the operations of both offices in their interaction with the City. I served for several years in the Civil Sheriff's office, and I have practiced as an attorney in Civil, Criminal and Municipal Courts.
2. Describe how you would oversee the functions of both Offices which are located in separate buildings and provide different types of services?
I will appoint a Chief Deputy for Civil and a Chief Deputy for the Criminal Division. Although the courts are in separate buildings, I will maintain an office in both buildings and move freely back and forth. From my current experience as Sheriff and previous experience as CAO, I have developed effective operational systems and measures of accountability that I will continue to apply to the overall office and to the transition of the Civil Sheriff's office into the entire structure. In addition to personnel and operations management, I have overseen the planning and construction management for our new facilities that will soon replace those flooded during Katrina's aftermath, at a cost of more than $300 million.
3. What experience do you have in the management of a variety of employee positions, from clerks, to deputies who serve subpoenas, to enforcement deputies, etc?
I have successfully supervised and managed the Criminal Sheriff's office for the past five years. During that time, we have implemented the extensive recruitment, training and deployment of deputies and staff members for more than 1200 pre-Katrina employees to our current employment level of more than 700 personnel, including medical professionals and food service workers. We constantly train our employees and improve their performance and measure their progress, all of which will be expanded to incorporate our new Civil division. While protecting and serving the public, our goal is to respect and to rehabilitate inmates in our custody to prevent them from returning to our facilities. Previously, as Chief Administrative Officer for the City, I managed more than 6,000 city employees.
Just as importantly, in the combined offices I will continue to stress our operational expertise, training methods and involvement in our community. Here are just a few examples of how we will continue to accomplish our goals in the city:
